The 'Digital State' 2002 survey4 placed Michigan.gov second on the list of best e-government portals in the US. The ranking was made on the basis of performance in eight specific categories- electronic commerce & business regulation, taxation & revenue, social services, law enforcement & courts, management & administration, digital democracy, education, and GIS/transportation (Refer Exhibit I).

Since its launch in July 2001, Michigan.gov had received widespread appreciation from several other independent agencies in the US, and had won several awards and honors within a couple of years (Refer Exhibit II).

Before the launch of the portal, Michigan state's official website (www.state.mi.us) listed various state government departments in alphabetical order.

The website (www.state.mi.us) provided links to more than 300 different state government department's websites. Users had to go to different websites to locate the service which they required. It was also difficult for them to remember the website addresses of so many different state agencies. The process was tedious and time-consuming. To take care of these issues, John Engler (Engler), the Governor of Michigan conceptualized Michigan.gov. This portal aimed to offer all government information and services in an integrated fashion.
